Many hosts will offer a free WHMCS license with all their reseller plans. We used to as well, but have recently changed this. The reason is that not everyone who purchases a reseller account will actually need WHMCS. However, we (as any other host) need to calculate this expense into our price, making the reseller accounts a bit more expensive. By making the WHMCS license available as an extra, we are able to reduce the prices of our reseller plans, which is good for everyone. We do offer it free with our largest reseller package, and anyone who does need a license, can still get it from us at the reduced rates.
